The "Show on Forum Leaders page" usergroup manager setting includes it. You also need to setup a HTML markup (start and end tags) to make it show up in the legend bit :)

Does this use the Split Useronline mod on vB.org? and If it does... it appears to need an update is there a fix?
It appears it's working here :)

or

am I missing something in InfoPanels?

We've coded our own splitter in InfoPanels, and it works fine on 4.1.3 as you can see on this site :)

It can be set in, ACP, Settings, DragonByte Tech: Info Panels - General Options, Enable "Separate Staff"

Usergroups that have a HTML Markup and has the "Visible on 'Forum Leaders' Page" setting to Yes will be considered staff for that purpose.

Done!

Now think I got it so it does not split up say admin, super mod, mod and members

only if I create additional usergroups for each to belong too.

This setting:
Viewable on Show Groups (Sets whether or not to show members of this group on the 'View Forum Leaders' page)
which is found under "Usergroup Options" needs to be set to Yes, and the "Username HTML Markup" fields at the top need to be filled out :)

Okay I check that again and it seems all good which shows in post #8 but what I do not have is what goes above the line.

I've identified the issue, your "Displays avatars online users on forumhome" mod does not work, it was trying to put raw HTML into a PHP parsing area, which caused this conflict. Disabling that plugin and InfoPanels works fine now :)
