Bug Special characters not shown properly on certain permission levels.

Greetings DBTech!

Unfortunately, special characters from the german language like: "ö,ä,ü" are not shown properly.
Instead they show up as a "?"-symbol in the text. Maybe a coding problem?
Even more strange is, that only as an Admin, these special characters show up just fine.

Can you check what collation is used for the dbtech_vbshout_shout database table?

phpMyAdmin will display the collation when you access the table

Ok, found it on the phpmyadmin^^

Then I switched to the thab "Structure" and copy&pasted the whole content:

Hmm, that is weird... Your issue isn't the same as the other German person...
