Bug VBDownloads no option to upload and many the website cannot be displayed links

Hrm, I found a bug that would cause uploading to fail if pro was enabled with posting to a forum. Has this only happened with the new version of vBulletin?

Its been acting the same all through 4.1.4, patches and 4.1.5
