Bug System Messages are counted as shouts

When milestones are hit, these are posted as /me items it looks like. These count against the users shout totals. This also lets the users edit their own milestone messages, etc.

Here's the example (note the timestamps) that made me notice it:

[12:01 PM] Trekkan : <REMOVED>
[12:08 PM] [PM to Vintal] Trekkan : I just sent you a forum PM: Re: Dez Pifko <PM Subject Removed>
[12:08 PM] * Trekkan has reached 1150 shouts!*

Not a HUGE deal, but since it appears these messages are owned by the person, they could fake them, etc.

Not really a bug, since there's nothing stopping people from manually posting /me has reached 9000 shouts! themselves

T'was also partially for performance reasons, since being able to use /me means that I don't have to look up the person's username.
