That would be an issue either with your server or with the recipient's spam settings - if you saw the "email verification sent" screen, the email would have sent

Where the "email verification sent" screen? Filter Results does not have "email verification sent" Now Welcome to our newest member is Blank,what is this issue?

That issue has been revealed to be a bug in the vBDownloads cron job (thread: [vB 4.2.x] Cron Reset Counters ) - if you re-download vBDownloads and re-upload /dbtech/downloads/cron/resetcounters.php you can then delete the blank users and it should be permanently fixed
