Is it possible to display the question box as a forum block and have it post to an answer forum?

That feature exists in the Lite version as well, you can add it to your site right now

Is it possible to show it for guests, but prompt them to join before submitting?

Unfortunately not, but I'm sure you could edit the dbtech_livewall_block_entries template to add a message
