Bug Closed Registration + Override Closed = Missing Register Link

If you disable registrations but enable the "Override Registration" setting, the "Register" link vanishes from the navbar.

This should not happen, since the goal is to have it function exactly as existing registrations except requiring email verification first.

Hmm. Should be an easy fix. I'll look into the template conditionals surrounding the register link and hopefully overriding them in my hook will fix that.
