Bug Custom BBCodes are parsed even when disabled

We have some custom bbcodes on our forum. Some of them are "heavy", so we don't want to display them in Shoutbox. In instance management there is an option: "Allow Custom BB Codes" that should block custom bbcode parsing when unchecked. We have unchecked it for every usergroup, but custom bbcodes are still possible to use.

This is due to a conflict with AME that the author refused to fix, and due to the overwhelming number of complaints we got, we had to remove support for the ability for that setting to have any effect
