it very important because i want our forum has only 20 level maximum

There is no place to update this setting, it's using an advanced mathematical formula to calculate the EXP required, it's not editable anywhere in the options.

If you adjust your monster settings so that they give 0 EXP above their own level, and make the highest level monster level 19, you should be able to ensure people cannot get past level 20 =)

Look at the fetch_points_required() and fetch_points_tnl() in /dbtech/vbactivity/includes/libs/activity.php.
