Increase your "max images per post" setting in the vBulletin Message Posting options (at least I think that's where that setting is :p)
 
There's also a Maximum Images Per Shout setting in the Instance Management, can you try that?
 
It was set to 20. I changed it to 0 and it still doesn't work.

They have custom commands with multiple smilies and they get cut off at the third smilie when they worked before the last upgrade.
I have the same custom commands and they work find for me, so it must be a permission somewhere that admin can do but not users.
 
Could it be the character limit?

For the record, the way this works has not changed between v6.1 and v6.2 - I'm not sure what version you upgraded from but I wanted to assure you we didn't make any intentional changes to break this :)
 
That did it! They are probably using url's for their smilies and a few add up fast. Thanks for the answer!
