For the example custom command - /me slaps {1} with a large, smelly tuna fish! - what does having the {1} in the command do/mean?

It means that your input will be stuffed there.

Say that you create a command "slapuser", and you use input. You'd type
/me slaps {1} with a large, smelly tuna fish!
Which means that you access your command like so:
/slapuser Fillip H.
And the shoutbox would output
*NFLfbJunkie slaps Fillip H. with a large, smelly tuna fish!*

Does that clarify it for you? :)

In this case, the username =)

Basically the {1} tells the shoutbox you want the word after the command to be inserted here.

So if you made the command The score was {1}!!!

And named it score,

Then typed /score 43-12

It should show up as The score was 43-12!!!

No, from the UserCP to go Custom Commands under the Shoutbox category.
Or click the Options button in the Shoutbox, you'll be directed to the settings page which has the Custom Commands link in the left-hand menu.

Can we have the custom command and archive at the same place as other menu choice (options, detach, clear ...). I like the one click access method :)

Doing so would make the button row very cluttered, though, and our most requested change is to de-clutter the Shoutbox so it takes up less space.
We'll see how we end up doing this, probably as a dropdown of some sort.
