Bug Can't create Theft immunity item

So I created a new immunity item. I chose 'theft' and save.
But when I go back to edit this item, the theft box was not chosen anymore. But the username change box was chosen instead.
Therefore I can't create a new theft immunity item.

Sorry for my bad english, i hope you could understand what I mean

I chose like this and saved this theft immunity item
