I have someone managing the shop now, and whenever they create an item and select the action the item should perform it doesnt actually perform the expected action
 
I'd need way, way more details than that. Please be specific as to what items and exactly what steps you took that lead you to this conclusion.
 
oMNIRoCKSoCKs: if i go through the mod panel there's an option "Item Type
The kind of shop item you would like to create."
oMNIRoCKSoCKs: where it lists "User name Style, Forum Permissions, Steal chance, ect"
oMNIRoCKSoCKs: but I don't know how to get those items to actually show up in the shop on the forums

Create the item -> Go to shop management -> Edit Shop -> Tick checkbox for item -> Save -> Go back to Item Management -> Edit per-shop properties like price and stock -> Save.

Shop management just takes you to a main settings, with Title and only box we can tick is Active

Add new Item only allow up to create items but they dont actually perform an action
 
Please follow the steps I described in order for the item to appear in the front-end shop and have them perform an action when purchased.
 
Create the item -> Go to shop management -> Edit Shop -> Tick checkbox for item -> Save -> Go back to Item Management -> Edit per-shop properties like price and stock -> Save.

Edit Shop and Tick Checkbox for Item, I see this nowhere, screenshot attached

Please follow the above steps in the AdminCP or the ModCP, not the front-end.

The front-end items cannot perform any action due to the fact that members can create these items and sell them in their custom shops (if the usergroup permissions permit them to).
 
Thats where I was missing you, I had to disable and re enable and it popped back into admincp :) sorry for the confusion

Only issue now is how to I give access to someone that can do this without giving admin access
 
You could just restrict access in admin to can administer vBShop.

That still puts them into usergroup 6, which overall is an admin. This is my largest complaint against vB is that permissions are done this way and you can't just give someone access to say vBShop and only vBShop without granting them other things. I limit a LOT of things on my forum to usergroup 6 only. The argument that "if you don't trust them, why are you giving them admin rights in the shop?" or some such thing doesn't work either. The fact is, sometimes you just want people to handle one thing and not another, or otherwise not have elevated privileges anywhere else on your website.

I know this isn't necessary a DBT thing, as I said it's a vB thing. But I wish the admin for various mods wasn't tied to the vB admin section. I get why it is (it's easier), but it's still less functional. =)

Right, vBulletins setup is a little off, but he has a usergroup made called vBShop admin, or something like that.

If the group is created off of the moderator group,

Now you set up permissions for that group, as you would like them to have forum side, but in DragonByte Tech: vBShop - General Permissions you would select Is Shop Manager set to yes.

Now they can admin the shop, and be as restricted as a basic moderator.

Here is what that group would see in mod panel:

Yeah, that's better of course, but pretty much everything on the left nav other than the shop, is too much access for someone that doesn't need it. =) Because I'd trust someone to mess with shop items long before I want them looking anything about a user up, or moderating people, etc. But, as I said, that's a better than the alternative solution, thanks. =)
