How do I get the drop down Shout target (under to everyone) to work?

Unfortunately vB3 does not support the kind of drop-down we're using for the vB4 version. You'll find similar discrepancies with the B/I/U buttons and the style of the font / font size / font colour dropdowns.

So that feature is completely absent for 3.8?

No. You still see who you're shouting to; it will change depending on whether you're in a PM tab or in a chat room / the main chat area.

how does it work here...can you send a shout notice to someone who isn't in chat?

You're also able to send a shoutbox PM to someone not in chat by using /pm Username; Text

will that send a notice to them even if they aren't in chat right then?

Not a permanent notice, no.

Something like that might be worth taking into consideration for a future version where our session management has been fleshed out some - at the moment, your presence is determined by when you last shouted, not when your browser last loaded the shouts.
