Question Link Titles

I was looking into the SEO of a particular CMS page last night, comparing it with someone else's page, noticed many things some in my web sites favour some in the other website. One being link titles.
In the CMS I want to have link titles on the links. Is this possible to achieve?
The page in question (along with many others) is:- Wheels Day 2015

First link in the article being

Each page the links go to have a page title. I see link titles working fine in the forum(but not in forum threads). Is there a way to either automatically create them in the CMS, or even if I could manually pop them in. My next plan if this isn't possible is to create a static page so I can pop in raw html.

DBSEO only requests the page title from the remote server, we have no control over what the server sends back unfortunately :(

Other than that, I'm not sure what you're asking?
 
Its okay, I'm not very good at explaining things. They make sense in my mind.

I wonder if DBSEO can add the title

I see there is LinkTitles in the DBSEO settings, does it only put in a LinkTitle if one was present before? I currently have 'Overwrite Title' selected under 'LinkTitles'.

At the moment I am not getting LinkTitles added to the URL's.
 
I guess what my question should be, is what should 'Link Title' do?
I cant find documentation on it, is there a link to a document I can refer to?
 
It changes a URL like "http://www.dragonbyte-tech.com/f239/big-bug-1-3-2-a-16903/#post87622" to "[URL="http://www.dragonbyte-tech.com/f239/big-bug-1-3-2-a-16903/#post87622]Big Bug on 1.3.2[/URL]" :)
 
Ah, okay. That makes sense. I was thinking it added an attribute to the HTML called Title="", and filled in the details.

For what I wanted to achieve on that article I will do it in raw html. :)
