Question Downloads Tab & vBNavTabs

I can't seem to get a downloads tab? I also have vBNavTabs (vB 4.2.0+) everything looks okay but no tab?

Okay, Figured out that I had to set up the Manage Modules for the Downloads Tab to display.

What is "Manage Modules"? I don't understand what you mean. I have been looking for this in the cp for an hour and I can't find it. I'm having this exact problem.
