Bug Download delay advertising integration doesn't work

I have some advertising code entered in the vBDownloads configuration area:

When attempting to download files however, there is no intermediary window which displays advertising to the end-user. I'm not sure if I'm doing something wrong but it seems like it should work the way it is set up and there does not appear to be any associated documentation for this product:

You need to configure a download delay for all usergroups in the Usergroup Manager in vBulletin
