Add target "_blank" to links posted via Notifications

Hi,

How can i add add target "_blank" to links posted via Notifications.
So, new tab or window can be opened instead of the page itself instead.

The shoutbox uses the [post]/[thread] tags as most members wanted links to work inline. I'll let Bel decide if there should be an option to switch between that and a link which opens a new window.

I think it's best to leave it as [post] and [thread] tags because that allows it to work with SEO URLs.
I don't know if it's possible to change it to open in a new tab though, sorry
