I am trying to make it so that once I (an admin) set up a shop for a specific usergroup with an owner, that the owner will be able to edit their shop and add/remove items via the front end. I do not want to have to set up ModCP or AdminCP access for regular members (user owners).

I have the permissions set that the usergroup can create and manage shops, but am not seeing where they can go (besides ModCP) to manage their shop.

Just to point out why this is a bad thing that you have to allow members ModCP access, even restricting them down as far as you can they still get access to all of the settings of VBshop meaning they can go in and change the prices of ALL items not just the ones of the shop they own. They also have access to the permissions and all general/point/steal/bank settings.

There is indeed a front-end shop management :)

Once you've created a shop (or gotten one assigned to you via the AdminCP), two new menu items will appear in the side menu in vBShop; Shop Management and Item Management.

Shop Management allows you to set pretty much all the params you can in the AdminCP Shop Management, with the exception of usergroup permissions and owner.

Item Management, pretty much same story :)

That being said, it is not - and will not - be possible to create any other form of items other than "Custom Item" item types, so if you're looking to allow someone to manage your shop with the full power of the AdminCP Shop Management then that's sadly not going to be implemented :(
This is because the front-end Shop Management is only designed to be used by members. It would obviously be a very bad thing if members could create items that overrode the "Can Moderate All Forums" permission, for instance ;)

If there's enough demand, we might consider duplicating Forumon's functionality in which you have the Admin controls separate from the AdminCP itself, with more advanced usergroup permissions for who can admin what aspect of the mod.

Fantastic! So the problem appears to be on my end then, but I'm very glad to hear it's supposed to be there. The account that I have set up to test this has been set as the owner of a particular shop but the two extra menu items are not showing.

Is there a template revert perhaps I could try? edit: searched my templates for vbshop and none of the ones listed have been changed from default. Other suggestions on why they aren't showing?

Two things you need to check:
1. Are User Shops enabled in the vBulletin Options?
2. Does the usergroup in question have permissions to create custom shops?
