That's currently not a feature, I'll see about adding a setting for it in a future version.

The only people that see the PM notifications are the sender/receiver.

If you're talking about the chat archive, just remove access to it from everyone but admins for the time being. There's no need to disable the entire chat.

Where do I find that plug ỉn In Admincp -- Options?

It's in plugin manager: Admin CP -> Plugins & Products -> Plugin Manager

Look for "vBShout Pro: Private Message Notification", untick the checkbox for it, then scroll to the bottom and hit "Save Active Status".

Whether I'll add an option or not depends on how much time I got, because it's so easy to disable via the plugin manager I don't see it as a high priority issue.
