Legacy Send notification on any change to a "Favorite" Download

It would be nice if and change to the "last updated" would send a notification to members who have that download as a "Favorite". I think members would use the "Favorites" option more if they knew they would be notified on changes to that specific download.

Had a couple people inquire about this recently when they came across updated downloads which they had marked as favorites. Figured I'd jog your memory and bring it back to the top of the under consideration list for this mod.

Just another bump on this. I think my users would actually use this more if there was a benefit to it like a notification.

I've had a look at the current Favourites page and I'm thinking that if we make it so that it sorts by last updated in descending order, that would solve the problem of being unable to link directly to the updated download in the notification.

Would that be sufficient?

Edit: but I'm not understanding why you couldn't put the actual download page link in the message.

In order to prevent duplicate notifications, currently only the act of modifying and saving the download manually triggers a notification just now. If (once the update is installed) you encounter any scenario outside of that event where the notification doesn't trigger, let me know and I'll work on adding it to the system
