Allow moderators to move threads and Post to a "Recycle Bin" forum

Ex: Move Threads to Recycle Bin and Move Posts to Recycle Bin

A nice idea. Are you suggesting that we include a new function to allow for Recycling, or are you wanting to allow for compatibility with other mods that add moderator functions?

I want include a new function to allow for Recycling without other mods,That can use admin,mod and thread starter,if admin give a permission.
