Try to add Options Who can force users ? Usergroups that are allowed to force/unforce other users.
Someting Like on member profile:
Force User To Read PMs (View All) You can add this Options?

1.Options Who Usergroups and User can force users ?
2.Who Force User To Read PMs (View All On User CP)
3.Option based on Post Count ! (usergroups that can bypass this rule and cant be forced.)
4.Blocked Scripts (This is a list of THIS_SCRIPT values on which a user with unread PMs will receive a message telling them to read PMs before proceeding.)
