Here @ DBTech we run with Redis cache enabled in both vB Optimise and DBSEO, and locally I run with APC in both vB Optimise and DBSEO. Both systems are running PHP 7.1, with the opcache extension enabled. Neither of those systems exhibit the issue you're referring to.

We using PHP 5.4 with 10 memcache servers

PHP 5.4 is no longer supported with security patches, so I would strongly recommend upgrading to a more modern version of PHP if at all possible.
