Alter the following usergroup permission: Charged Content (This is the maximum number of times users can charge for content in a single post.).

What value should I put.

That's up to you, it determines how many charge tags someone can use in a post. If you want them to be able to use as many as they want put 9999 or so . If you only want them to be able to hide 3 different things behind charge tags, put 3.
