Legacy Guest shouts

Hi,

As requested, would like to see a Guest shout option added so that users not logged in to my vbulletin site can post to the shoutbox

Maybe add some additional security around guest shouts to prevent spam and bots such as email address to be added before guests can shout etc.

Notes for myself from my previous post: IP address distinction between guests, so we have ability to show "Guest #7458 " etc
