Legacy Configuration for which admins can see the configuration box

Hi,

This is a feature request for vB Optimiser (we are a paying customer): to add the possibility of configuring which administrators can see the vBulletin Optimiser configuration box that is placed on the left-hand side of the admincp. This configuration exists for vBSecurity, and I wanted a similar feature for vB Optimiser, since I don't want other admins re-configuring this mod at their will...
