Good question, and that's just one of the many reasons why this is something we're highly hesitant to implement.

Not sure but perhaps there is a way to store only attachments posted in threads and not attachments sent via PM?

That still doesn't resolve the issue where not all attachments are created with full guest permissions (e.g. private forums).
