Is there a way to set the chat so it is collapsed by default? (Also would it "remember" the collapsed state the user left it in?)

Collapsed by default, unfortunately not. Changing the default will override the preferences set by the user. If a user does collapse it, it will remember the state on that computer so long as they do not log out or in some other way clear their cookies.
