Is the account you are testing and admin/moderator or do they have access to upload/download from that category? Because if either of those is true, they will be able to see the category even if they specifically aren't in a group that can view it.

its not admin account its just ordinary user who will have only upload access

If the user has upload or download access to that category they will be able to see it. Otherwise they would be unable to find it to upload/download from it =)
