a URL like this: 400 Bad Request

gives an error like this: Bad Request Your browser sent a request that this server could not understand.

That's due to the "Filter Non-Latin Characters" setting. Set it to "Remove Non-Latin Characters" and that thread will be given a new URL minus the % sign.
 
It's not stupid at all :)

I wish I could find a way to strip lone % symbols like that but it would involve not breaking certain other URLs so it's hard to do :(
