Bug Arcade usable even though forum and hooks turned off

I am just in the process of upgradeing VB and turned off the forum and all hooks.
I noticed that still queries where running and trying to post high-scores while the upgrade was running.
when i surfed to mydomain.com/forum/arcade.php i noticed that it was still very much up and running and that people where playing.
I think there should be at least a way to turn off the arcade or it should follow the forum setting (vb active: yess/no)

in arcade.php find

define('NOCHECKSTATE', true);

and remove it. its obsolete anyway.
