Bug AdminCP Access Attempts

I have set to Rule 5 AdminCP access attempts from Any IP Address 1 hours And 5 AdminCP access attempts from The Same IP Address 1 hours , That meaning if any one put 5 time incorrect login on 1 hours with Any IP/Same IP Address than Ban IP Address? But why my site if any one put 1 time incorrect login with Any IP/Same IP Address this user Banned IP Address?

That can happen if your browser attempts to automatically log in (such as via an extension like LastPass).

This is not a bug, we have no control over how many login attempts your browser sends.

what do you meaning by browser attempts to automatically log in? I have no extension like LastPass and does not save password with browser, Also i have checked with other PC,where never login my site and same happening.

If the browser sends multiple login requests to vBulletin, vBSecurity also tracks multiple failed login attempts.
