Legacy Mulitiple UserGroup permission - group can view

I've noticed something, im not sure if it's an oversight, bug or if it's by design.

There is a user on the forum I help with who is part of a multiple usergroups (primary and a few secondary groups), She can't see who clicked the dislike button even tho her primary usergroup has permissions to see who has clicked the dislike button, it seems like her secondary usergroups permissions are stopping her from being able to view who has clicked the dislike button.

I feel like the primary usergroup should be setting the permissions over the secondary groups, is this normal behavior?


Request if a Usergroup has permission they are able to view the click buttons.
