How od I move the Top 5 Stats from the top of the forum to the bottom? I would like to display those stats below and not up top.

Go into vBulletin Options and switch on manual deployment, then follow the instructions in the description

You mean:

If yes, the InfoPanels will automatically deploy the InfoPanels and Top X Stats at the top of your Forum Home page.
If no, you must add the following variables to the FORUMHOME template manually:
{vb:raw infopanels.welcomepanel}
{vb:raw infopanels.topxstats}

Nevermind, I figured it out

That would depend on where exactly you want it.

Directly below {vb:raw ad_location.board_below_whats_going_on} (above the if condition mentioning sidebar) will place it directly above the footer.

Place the welcomepanel directly below {vb:raw navbar} as well to keep it in roughly the same position
