How to implement onto CMS?

was wondering if someone could explain how do I get this onto CMS?
i tried to do it the way I know how, by finding my vbcms_page template and adding in {vb:raw vbshout} below the {vb:raw navbar} then I went back into the shoutbox settings and added in the template vbcms_page to the manual additions however nothing seems to show up :S

Did you also add vbcms to the script inclusion table?
