Legacy Create AdminCP Options as to whether or not to display user hints

I just installed beta two (upgrade was flawless BTW) and one of the things I noticed where the new texts such as

"You currently have no favourites saved. Click the

on your favourite forums to add them to your favourites list"

I'd like to make these optional from within the adminCP. Or, possibly only show them on the first page load or something. Basically, some users might not want to use favorites and this message will never go away for those people.

Of course, I can just kill the phrases, but I think it'd be nicer and cleaner as an adminCP option.

Sounds like a good idea, was thinking of something similar. Will try and get this done in some form for Beta 3.

Notifications are now optional via the Settings (Beta 3). Will work on adding in the idea of cancelling them as well.

This is finished as it now lets a user dismiss the notification. Into Beta 3 it goes... still working on getting Beta 3 completed...
