Only on your site. It would appear to be a bug with your version of PHP as it does not happen on 5.6.17.

How to you fixed, what are changed for this fix? Can I enable XCache?

I changed the .htaccess to use a different method of loading the problematic rewrite

Does this issue happen with new php version (5.6.19)? Now Can I enable XCache?

I don't know the answer to either of those questions, but I imagine it would be fine.
