500 error

I am doing a test upgrade to 3.8.11 on a new server, with PHP7.1. When I go to run it I get a 500 error. The error logs show as below. I note that the IP address 192.168.100.248 is the IP of the database of the running system as opposed to the database of the test system. The test VB 3.8.11...
