Question Upgrading to 3.8.11 and PHP7.1 get 500 Error

I am doing a test upgrade to 3.8.11 on a new server, with PHP7.1. When I go to run it I get a 500 error. The error logs show as below. I note that the IP address 192.168.100.248 is the IP of the database of the running system as opposed to the database of the test system. The test VB 3.8.11 installation has the IP of the new database server. I thought maybe it was a dbseo setting I missed, but if so I can't find it.

I can, of course, update to 2.0.43 if that will correct the problem.
