3.8.5 idle bug

Whenever u idle in the shoutbox it puts your last shout into your text area box.

I can't confirm this. This behaviour only happens when you receive an error, and being flagged as idle is not considered an error.

No, because it's an intended feature. If you mistype a slash command or type a huge post and then get some form of error, it's better to not lose your shout.

this is not happening when attempting to send a shout its just happening randomly.
