Question url character "whitelist"

I want to "limit" URLs to arabic UTF-8 characters (which are just about 30 characters only). So other characters would br removed .

پ چ ج ح خ ه ع غ ف ق ث ص ض ش س ی ب ل ا ت ن م ک گ و ئ د ذ ر ز ط ظ

how can i do it ?
