How do I enable, or disable the mod for certain user groups?

Button Manager, you can control what usergroup can do what from there. Repeat for all buttons to effectively turn it off for individual usergroups.

I am sorry if I dont quite understand your answer I know this has been answered but I dont see button manager I am using VB 4.1.9 can you tell me where or show screenshot because I cant find this option

Add yourself to Super Administrator in config.php
