Legacy Server Overload

-This will automatically close your forums when server load is higher than X.
-Forums are opened automatically when it goes to lower value.
-Admins are able to access forums and view current load in forum header.
-You can exclude usergroups from restrictions.

I don't know if this is necessarily a security feature, server load doesn't necessarily mean there's an intrusion.

That being said, I'll flag it as Under Consideration
