Legacy Option to allow excluded members to reply (only) to PM from non-excluded member

I would like to submit a few feature requests/suggestions for the Super PM:

1a) Option to allow users, who are excluded from sending PM's, to be able to receive/reply to PMs from any group that has PM access (not just staff)
1b) Option to restrict users, who are excluded from sending PMs, to only be able to reply to the same received PM for a fixed number of times and/or timeframe. (e.g. 5 replies or 30 days from first reply, etc?)

The purpose of this is for the benefit of Members who have paid for/earned PM access. Occasionally they want to PM to a member who might not have access.

Also:
* display on User profile if Member has PM access
* create a search/list of profiles with PM access

1b sounds kind of complicated...
But I really like:

There would need to be an option to decide who sees it though. I'd only want staff seeing it.
