Bug InfoPanel: Option to turn off Panel Setting

In InfoPanel is there appears to be no way to turn off Panel Setting.

Maybe usergroup permissions would be useful or did I miss something?

I would like some usergroups to have the option and some not.

Right now I would like to turn it off Panel Settings.
