Legacy How to disable the mention and tag ability for certain usergroups?

Hello, I have a premium usergroup and one of the features is being able to tag and mention members. The problem is the only option that I can find is "Exclude Usergroup" for all of the other non-premium groups. This prevents them from receiving notifications. How do I simply disable the ability to mention and tag but still allow them to receive notifications when they are mentioned or tagged? Seems like this would be an obvious answer but I can't find the option.

If it wouldn't be hard, could this be implemented for the future? Maybe simply a Can mention and Can tag option in the usergroups or a field to enter in usergroup numbers that would be disabled from using those two features or even all four?
