Legacy Excluded UserGroups from Minimum Posts

How to Excluded UserGroups from Minimum Posts count ? when i set to minimum posts needed in order to be able to download files,our forum admin/mod connot download this file.please add option Excluded UserGroups from Minimum Posts count.
