Here's an example for how to create a "link" to a page with Forum Rules:
vBulletin 4.x:
Edit the template dbtech_vbshout_shoutbox
Find:
	
	
	
		
Underneath this, add:
	
	
	
		
vBulletin 3.8.x:
Edit the template dbtech_vbshout_shoutbox
Find:
	
	
	
		
Underneath this, add:
	
	
	
		
Save and you're done, just replace the capitals with the link you want the users to be directed to
