Question Cannot seem to enable shouting for guests

I can't seem to enable shouting for my guests. I went into my main (and only) instance and checked off the can view shoutbox and can shout permissions, repaired the cache, and flushed my xcache. However, unregistered users only SEE the shout box. There is no area for them to shout.

Any ideas?

It is not intended for guests to be able to shout, so that's correct behaviour
